Dharampur, Valsad district — Gujarat’s 12th Chintan Shibir opened today at the Shri Ramchandra Ashram near Dharampur, bringing together the state cabinet and a host of senior civil servants for three days of focused policy review and administrative reflection. Running from 27 to 29 November 2025, the event will be helmed by Chief Minister Bhupendra Patel and attended by cabinet ministers and 241 high-ranking officers from across the state administration.

In a departure from routine motorcade travel, Chief Minister Patel and his team opted for a symbolic, collective journey to Valsad — boarding the Indian Railways’ Vande Bharat superfast service from Ahmedabad station — underlining a theme of simplicity and shared purpose. Senior officials, including Chief Secretary Manoj Kumar Das and other principal secretaries, joined the group travel, eschewing official cars for the communal train trip to Dharampur.

The three-day gathering, officially titled Chintan Shibir, carries the theme “From Collective Reflection to Collective Development” — a continuation of a programme first initiated in 2003 by Prime Minister Narendra Modi to make administration more citizen-centric and outcome-oriented. Organisers say this year’s Shibir will place particular emphasis on administrative modernization, transparency, and responsiveness, while exploring ways to heighten the impact of government schemes on the ground.

Programme focus and goals
Over the course of the Shibir, ministers and senior bureaucrats will take part in structured deliberations aimed at improving policy implementation and delivering faster, more accountable governance. Sessions are expected to cover:

  • Strategies to accelerate developmental projects across the state.
