The Gujarat Police Department is all set to announce the PSI recruitment exam selection list in November 2025. According to official sources, over 14,000 police personnel will be recruited by September 2026 under the new phase of recruitment. The High Court had earlier sought the police recruitment calendar for 2025-26 to ensure proper staffing across the state. With recent incidents of natural disasters and other emergencies causing damage to life and property, the role and strength of the police have come under judicial scrutiny.

High Court’s Involvement in Police Recruitment

A Suo Motu petition was filed in the High Court, following the Supreme Court’s 2019 directives, addressing several key issues regarding police staffing:

  • Establishment of police redressal forms
  • Filling vacancies in police cadres
  • Providing proper training to police personnel
  • Recruitment based on population ratios
  • Regulating working hours of police officers
  • Preventing damage to public property during riots
  • Photography and videography of law enforcement activities
  • Compliance with Supreme Court orders
  • Mandatory police permissions for public assemblies

This petition aimed to ensure the state maintains adequate police strength and operational efficiency.

PSI Recruitment Exam: 50,000 Answer Sheets Under Review

The matter is currently under the supervision of Chief Justice Sunita Agarwal and Justice D.N. Rane at the Gujarat High Court. Government lawyers informed the court that Phase 1 of the PSI recruitment exam has seen around 50,000 answer sheets being evaluated. The final selection list is expected to be published in November 2025.

The court advised that recruitment for similar posts should be conducted simultaneously rather than separately, to save time and ensure that posts are filled promptly.

Selection List Timeline for PSI and Constables

Following the current recruitment pattern, both constable and jail constable exams may be conducted together, though certain eligibility criteria differ. Preference-based recruitment can facilitate a common examination process. While the constable selection list has already been released in October 2025, the PSI recruitment exam final list is scheduled for November 2025.

The court emphasized that higher posts should be declared first to prevent vacancies in lower posts if a candidate qualifies for both levels.

Vacancies and Promotional Posts

Currently, there are 10,000 vacancies for constables and 485 for PSI. Initially, 10,000 promotional posts were vacant in the police department, but due to accelerated processes as per the High Court’s directions, 3,168 posts were filled in the last 90 days. On October 10, 1,297 promotional posts remained vacant. Recruitment for the 2024-25 session started in February, and the High Court has requested the calendar for 2025-26.

Phase 2 Recruitment Announcement

Once Phase 1 concludes, Phase 2 recruitment for constables will be announced. Physical tests for unarmed PSI and constables have been completed, with results published in February and March. The second paper of PSI written examination concluded in April, and the evaluation of 50,000 answer sheets is ongoing. Document verification will follow, with the final PSI list expected in November 2025.

The delay in evaluation has been attributed to the shortage of experts to review answer sheets. The High Court has suggested that timely recruitment calendars should prevent post vacancies and ensure eligible candidates are available for promotions.

Ongoing Recruitment for 11,373 Posts

Phase 1 recruitment has been conducted for 11,373 posts, with PSI physical test results announced on February 17 and constable results on March 12. Written examinations for constables took place on June 15, while PSI results for April 30 are now under subjective evaluation.

Phase 2: 14,283 Police Personnel to be Recruited

Government officials revealed that five police training centers exist in the state, with two more under construction, having a capacity of 2,500 trainees each. An additional capacity of 500 will be added to the new centers. Photographs of these ongoing training centers were presented before the court.

The High Court suggested that the state government release a regular recruitment calendar for direct recruitment in police cadres to ensure no vacancies remain. Of the total 25,660 vacancies, Phase 1 recruitment covered over 11,000 posts, attracting around 10 lakh applicants. The remaining 14,283 posts will be filled in Phase 2 by September 2026.

High Court’s Recommendations on Recruitment Efficiency

The court highlighted that only 475 PSI posts were available among the recently recruited 11,000 police personnel, indicating that PSI recruitment should not take as long as constable recruitment. The High Court has asked for a detailed post-wise recruitment calendar with exact dates and stages for all cadres.

In the last month, 1,029 posts have been filled through promotions. The Gujarat Police Recruitment Board is currently handling a large-scale recruitment process. Additionally, a sixth state-level training center is under construction, 40% completed, expected to be fully operational by January 2026, providing training to 2,500 personnel.
